I have a craftsman with a 17.5 hp Briggs avs and a 6 speed Spicer.   How fast could I get it going without a modified motor

A typical gp tractor should be able to run 30 with a governed motor.  Naturally it will take some chassis setup and safety equipment to do so.

Faster than you want to go with anything else stock on the mower.

Steering, brakes, wheels.....all are designed to go 5 MPH.

For jumping creeks, or for dirt tracks?

Pull it behind a pickup.  That will get you Max speed.

Be sure you have health insurance.  And a job.

A surplus Soviet R-7 Semyorka rocket would do nicely.
No pulleys required. Just a couple ratchet straps.
And way faster on the top end than a pickup truck.
