I picked up a half built racer with a 33 ci briggs single ohv it has a balanced crank arc rod and flywheel double valve springs roller rockers a 440 lift cam a tilly hr 196 carb no governor but it will only turn 3300 rpm any help would be appreciated

check where timing is set, hows it run at low rpm, does it run good or is it just running

We had the same problem with a built 33 cube we could only get 5500 rpm's out of it. It ended up being the cam timing was way off!!

The timing marks are right on and it runs good up to 3300 rpm where it tops out I went by the mark on the cam not sure what cam it is its written with paint marker .440 lift and there's a line cut in to it 2 teeth off that says install

Sounds like a geinger cam. Check flywheel key and coil gap and plug gap.

The spark plug gap is .025 the coil gap is .008 and the key is in place and the key slots are lined up the mark on the arc flywheel is all the way to the negative mark

Just set the coil gap at .030 gap
At .030 gap that arc recamends it cuts out terrible above 2000 rpm

Try a new spark plug.   If that doesn't fix it try a new coil.

A bad coil will drive you crazy sometimes. I found keeping a spare handy saves a headache especially on race day. Has it ran right before with the tilly carb that's currently on it?

To be honest I am not sure I picked it up about 2 months ago about 3/4 done with the motor tore down it had spun the rod bearing and just got it together this week I am getting another coul today I am pretty sure that is the issue

Billet flywheel gap .040 minimum, plug gap .030 minimum, anything less it will never run right. NEVER.

Well I put a new coil in and gapped it to .040 gap and the new spark plugs gapped to .030 and still no better checked the ignition timing and it's about 30° before top dead center (close as I can figure without a degree wheel 12 fins wich makes 30°) I do understand the key was wore pretty  good so I lapped the flywheel and am running without the key I guess after the race on sunday I will be splitting the block and checking the valve timing
