Carb help

Got a older briggs flathead (model number: 253707) and the carb is not in the best condition, so could i get a newer carb to put on it then tune it from there? If so which one? A new carb is about $170 so kinda pricy but if thats the only option i might just to it. Not sure if i am going to use the engine or not but just thought i would ask.

I would look for a better engine before I spent a dime on that one. 

You have a 25 cube engine.  Not competitive in any class unless you spend a boat load of money on it.

Whats a decent engine in your book to start with?
