I look on facebook, twitter, and google +. His last facebook post is 2013 so I don't think he uses it. I also found a phone that was listed to him, but disconnect. Also drove by the last place I know he work at. No luck.

I thought he was still in lawn mower racing. I am trying to get some questions answer about attending the national races this year. But if he not in it anymore then i might need to talk to someone else.

I was going to talk to Jim about this but can't seem to find him and he might not be up to date on all the rules.
I am an old go kart racer and done some lawn mower racing. I started racing in 1994 (go karts) and won my first track championship in 1995 at Pensacola Raceway. Drove karts until 1999 and my friend/co-worker Jim Witt talk me into building a lawn mower racer. I drove until the local track in Pensacola close down around 2005.
I like to get back into it but would like to build a lawn mower that will pass inspection with a national race. But most important is the "driver eligibility". My mower is a mid frame FX class mower. If I show up to a national race, will I be turn away because I don't have a year running in a prepare class with USLMRA. Or should I build the mower for AP class? I don't want to spend a lot of money for track officials to say I can't race it. I can build the mower to USLMRA rules, FX or AP. Just want to get correct information before I start.

You've raced before so you should be good. Worst case you will have to "test" before the event to show you can handle your machine.
It's no big deal. Just go out and run a few laps with the chief steward watching. They will usually have a veteran racer run with you.
But based off your experience you will be fine.
