The compression release may have broken off the cam shaft. Had this problem recently on a 17.5 hp briggs.

Does it have a hi torque starter and what is the cold cranking amps of the battery? Also try turning the flywheel back so it is off compression so it gets a spin before it hits compression stroke.

If the compression release is the problem it is not an easy fix, however, it should be fixed as the mechanism is somewhere it shouldn"t be. Does a jump start make a difference?

Sounds like you need a better battery and cables.
You never win a race by focusing on one aspect of the race!  Motor isn't everything, but you better have a good one!  Chassis too!  But remember, a driver can take a slow machine and make it faster!  I may not have/be the best of any of these but I'm trying!
