Briggs 28 flathead for pulling.

I have been reading posts on here for about 6 months. I am thinking if building a 28 Briggs vertical for a 12 hp sport stock class in my pulling club. Everybody says it can't be done. Our rules are as follows

Stock bore and stroke.
Stock valve sizes
Stock rod length
Stock or stock replacement piston
Aftermarket billet rod ok
Engine manufacturers stock carb up to 1"
Steel flywheel
Stock ignition

I was wondering if we could combine all the 28 flathead tips to one post. Things I am concerned about are...
What is the best carb?
How do you keep the oiling system with no governor?
Is the ohv piston a better choice and what has to be done to fit it?
If anyone can share any tips it would be a big help. Last and final question. Will it run with a 12 hp kohler?

First it won't even be close to a 12 HP Kohler.
Second no one makes a "stock" length billet rod for the flathead. If you use the ARC rod it isn't a stock replacement.   So you would be cheating.

AND LETS ADD THE STOCK FLYWHEEL IS NOT SAFE WITH THE GOVERNOR TAKEN OFF.

Pullers use billet steel flywheels.   They want the weight.

I did not know the rod from Arc was not stock length. What are the sizes? Will the arc not work with the stock piston?

The arc rod uses the newer avs piston.  Which is a much better design in all aspects.

I built a 28 vertical for my son along time ago. Used a arc rod and late model piston. The piston is a stock part for the stock bore so technically could be said it is a stock part. I used a stock flywheel but the engine was still on the governor at 4500rpm. I used a billet dog bone and a ohv rod the first go around. that worked fine but it eventually took the rod journal out of the rod. Beat it out of round. I used a newer walboro carb. It ran well. One could use an arc flywheel and a heavy steel pulley on the output side for the flywheel weight of a steel flywheel. Good springs and a good cam and carb it would be stout.
