$1500 TO 2500, DEPENDS ON WHO DOES THE PORTING AND HOW MUCH CARB WORK YOU DO. THE REST OF THE PARTS CAN BE HAD AT THE VENDERS IN THE LINKS SECTION.

$350 for a flywheel, and you will turn 4200 max until you address the other parts.
If you quit when you're behind, you will never win.

Sure run it stock.   Build a good chassis and leave your motor stock.  You can always spend money later on your engine but at least you are racing.   Governed racing isn't what you think it is, it is some very good and exciting racing.   Your chassis in my opinion is more important to get built than your motor.   Small tracks it's hard to use all of your horses but you always need to handle well

If I get the billet flywheel would getting billet rods, exhaust work and new pushrods get me anymore rpms without the carb and porting work?

More RPMs require more fuel.

No I wouldn't say that.  All things work together.  I'm going to differ to some of these oppy geniuses here.   But I would recommend changing your pulse to come out of your intake instead is the block when you turn high RPMs to keep oil from stopping your fuel pump

FLYWHEEL FIRST! ARC RODS NEXT, THEN CAM AND CLEAN UP THE PORTS. YES THE CARB WILL NEED WORK, WON'T KNOW WHAT TILL THE REST IS DONE AND RUNNING.
