I was looking at the ARC site and saw the Intek V-Twin flywheel is #6611. My question is , can you change the hub and ring gear and use a single #6611 billet wheel?

Yes, you can change them out. Several of the lawnmower flywheels use the same 6611 body and they all can interchange by using the correct hub and ring gear for the desired application.
