Governed single not running right

ok so im working on a 28 ci governed single that runs great with the choke closed. so my thought was it needed more fuel. if i turn either screw all the way out it does not change. then i swaped the carbs with no change and then the intakes no change. checked for leaking gaskets and nothing. so im turning to you guys. i did not find this anywhere. if it has been covered please attach the link. cause im out of ideas any input would be helpful.

Does this engine have a fuel pump on it? Or is it gravity fed? If it had a pump and you pulled it and using the same carb then your not getting enough fuel. If it has a fuel pump and you put a gravity fed carb on it you may be getting to much fuel. I would say if it is neither of those you have a blockage in the carb. Hope that helps
