Govenor issues

I recently bought a engine and the guy said it has no gov. what are the steps to making it work again. Motor is a 12 hp briggs 28

Get a manual from Briggs, that's a good place to start

Put the governor back on it, hook it up..adjust it??
Lol, not real sure what you are asking...do you know what/where the governor should be?
