For the GP class, the rule book states that the motor is "not to exceed factory rating of 17hp 33ci" does this mean that you can run a 33ci motor even though its rated at 17.5 horsepower? rule seems kinda broad to me

No, has to be 17hp or less and 33ci or less. Must meet both

The way the rule had been explained before was it has to meet BOTH requirements. This question had been asked previously somewhere, but can't remember.
