With that horsepower rating it must be an opposed twin.

What is the model number stamped on the blower housing.  If the second to last number is a "7" in the model number (first set of numbers on the blower housing, reading left to right) then you have a pressure lube motor which is something to hang on to...

Are you sure the engine shroud hasn't been changed? I've never heard of a single cylinder fathead being rated that high.

Bet is a 31 0HV blower housing on a flathead...
What is the first 2 numbers in the "code" (last of the 3 sets of numbers reading left to right)
That will be the year of manufacture

Tank, when do you think the last year for 28 flatheads was for manufacturing?

I guess it depends on what class you want to run in...  do you have one in mind specifically?   Some off hand engines I can think of are tecumseh ohv 15-17.5 enduro single cylinder.  They are pressure lube and stout engines.  Also the NON-AVS briggs 31 OHV, which is what sounds like your blower housing came off of.  Some of them have oil filters on them.  Start hoarding walbro LMT 56 carburetors....  They are found on flathead 28's and OHV 28 and 31 engines.  They are a two piece design, where the carb will unbolt from the intake manifold.  (unlike the flow jet, where the intake and carb body are cast as one).   Kohler singles, the 17 horse vertical shaft (or a similar horsepower rating)

I think mid to late 90s, not 100% sure on that.

I've never seen a 31 cube flathead either. With that high of a rating I would assume it's a 31. The model type and code will tell what it is for sure.

The highest hp rating for a single flathead I believe was 13 or 13.5hp.
You never win a race by focusing on one aspect of the race!  Motor isn't everything, but you better have a good one!  Chassis too!  But remember, a driver can take a slow machine and make it faster!  I may not have/be the best of any of these but I'm trying!
