Hello from arkansas
I work in a small engine shop here in arkansas and I have a racing mower I have been working on in which I have a few questions about making it a legal racer.

I have a craftsman with a 13hp single briggs engine. I have stock pulley on front and a 3 inch on rear. I have a gas pedal with the governor overridden.

What do I need to do to make it a legal racer? I do not want to do any major modifications with this one. Is it legal to lock the rear diff or is that a bad idea?

You need to add more information on what you have. A pic would help. Brakes is the very first thing you need if you don't have any.

Before you do ANYTHING..... get a billet flywheel and better brakes. Running an ungoverned engine with a stock cast iron flywheel is illegal in all sanctioning bodies in both USLMRA and ARMA.
A locked rear axle is required, open differential's are not allowed.

Rule 5 under prepared:  Class designation it reads, Rear  axle may use open differential, locked, or "live" or solid axle. No single wheel drive.

And that states a differential (if used) must be locked. So, as Flipper said, open differentials are not allowed.

THE WAY I READ IT IS YOU CAN USE A DIFFERENTIAL. OR A LOCKED DIFF OR A SOLID AXLE. BUT YOU CAN NOT USE (FOR EXAMPLE) A CHAIN THAT ONLY MAKES ONE WHEEL MOVE. AKA SINGLE WHEEL DRIVE. NOT SURE WHY YOU WOULDNT LOCK THE AXLE BUT EACH TO THIER OWEN.
