I would say they are legal but cutting them "over the tire" would render them illegal. I'm not positive but I think John will agree.

THIS IS YOUR 1" OF VERTICAL MATERIAL. NEXT IS 1/2"CLEARANCE BETWEEN FENDER AND TIRE WITH THE MAX 15PSI RULE.

JOHN I am not stupid I dont need a picture to explain what it is I KNOW what it is. MY question to you is ARE the fenders (MTD walk thru and older box as pictured above and in other threds) that I and many others been using for years legal or not as they are. Even with no vertical side they are twice as strong as those with a vertical side thats the way they were built. Legal or not. YES or NO. its that simple.

I understand the way the rule is described... but what i think they are wondering grubby is if the fenders do not have that 1" vertical surface where measured in your picture from the factory can they be deemed illeagle? To me i cant see who they can be if they came without them. Mind you i have no stake in this fight i have the same fenders as mike on mine im just wondering.

Also, what if the fender has a vertical surface, but does not have 1" of vertical material? I have some unmodified 2 piece MTD rear fenders, and the vertical lip on them is only about 3/4".

I had a turtle once. It wasn't a snapper or deere. It was a paint turtle. I named him Rattlesnake and had his cage sitting on the tank of the toilet. I just learned recently that my sister wouldn't  use that restroom because of that turtle being there. I guess she was afraid he was gonna jump out and bite her on the back of the head. You know I never knew if the turtle was a male or female.

THE ANSWER TO THE QUESTION OF LEGAL OR NOT IS...............NOT.WHAT FACTORY EDGE WAS THERE HAS BEEN BENT UP IN THE MIDDLE TO GET THE 1/2"FENDER/TIRE CLEARANCE.

I WOULD SHIM THE FENDER. ALSO 2 YEARS AGO US WOULDNT HAVE LET ANY ONE RUN THAT BECAUSE AT THAT TIME YOU COULD NOT ALTER YOUR FENDER.

THEY DO NOW BUT I THINK THIER RULE IS THE SAME AS ARMAS. UNDER ARMA,NO. UNDER US,??????????????. MAYBE SOMEONE WILL CHIME IN.

Well if its not legal then you better get the word out to every one using them. Thats lame John I been running this very type fenders on different machines for years my red Super sportsman my purple and yellow machine my super mods ALL done the same way and they never been a problem before. BUT I respect your decision and since these type fenders are now deemed NOT legal in ARMA I am sad to say You will not be seeing me anymore. Good luck and race hard and race safe my friend. I will be sure to let everyone I know with these fenders they are not legal.
