Just take the compression release off. 
Remove it, take ALL the compression relief stuff off! They break off and destroy everything.

Call EC carb and explain the carb you have and they will fix you up! Very nice and knowledgeable folks! Remember carburetor is their last name!

What do you mean "it doesn't work". That could mean it's stopping the fuel from getting to the cylinder. You will also need to check the rest of the ports in the tube and the carb body. By putting in the adjustable needle you eliminate a problem and allow you to fine tune how it runs. How does the plug look?

I know u can buy different jets for carbs but how do i find bigger jets for a basic mower carb
I have never seen a jet selection.

Use the adjustable needle, that's how it is done. If you drill to big or off center you just ruined it.
