Process of elimination.  Put the stock flywheel on and completely rule out the arc. If nothing try choking with the palm of your hand to make sure your getting sufficient fuel.

Besides the shorter stroke and smaller cc head you basically have a 28. +/-  Built a few couple years back when USLMRA made them legal.

Been a  while since I built one but the very first thing comes to mind would be the flywheel key. Pretty quick check if you just pull the bolt. Probably didn't get a good seat. I had problems until I  started using lapping.

Avs motors run different  size cranks and balancers  than non avs. Typically they won't take the beating in a stock form that a non avs will but both motors can be built to run strong with the right parts.   Do a search . Tons of info on here about those motors.

So are you planning on running stock or modified.  Most of the questions you asked should be answered on what your sanctions rules would allow.  Anytime you polish, change rods, flywheels, springs, remove balancers, and above 3650 rpms should be modified.  Anything above 3650 as anyone on  here will say should have a billet flywheel .
