Bottom one is just a drain,fuel line to large one on top,small one on top is the vent.

First thing is you won't find .030 over avs pistons and second I doubt you would notice the difference.Overbore is usually only done if the existing bore is out of spec.

If it's an opposed twin it's not a 44,opposed are 40,42,46 ci.
20 hp should be 46ci,you will want to put ARC alum. rods and avs pistons EC dist.and ARC have these part's .Yes it should idle different with a good aftermarket cam.

The one's I have taken apart have been pre 2001 all had alumnium intake's and 5/8"cast cam's.The only newer motors I  have put my hand's on were 2005&2007 had plastic intake& had 1/2"journal pressed lobe crap,so I think somewhere between 2001&2005 had 1/2"journal cast cam's.This is my experence so far. Hope this helps.

Is the gasket between carb bowl&carb top on upside down if it is it will not vent the high side circut and act as you describe,I,ve done this myself in a rush.

If you have large bore 46(3.57),which are hard to come by,it has the same stroke as the 42(2.28),so you would use arc 42 rods&31 cube avs pistons. rod pt#6302,piston pt#791937 for good standard bore.
