Briggs Flathead / Model 28 rod in model 25

I was told a model 28 rod was interchangeable with the 25, and I just spent $130 just to see its too long. Do I need a different crank or just find a 28?

Briggs Flathead / 22 Ci 10 hp questions.

I recently blew up my 25 ci 10 hp, and I have a 22 ci 10 hp laying around here.
Are there any billet parts (rod, flywheel..) that I could put into the 22ci?
If not then what's the highest I can rev it ungoverned?
Any help is appreciated.
