11 hp Briggs

Im going into the imow class and i have a 11 hp briggs and i was told from the local small engine shop to buy an offset key for the flywheel to retard the motor.  Iwas wondering if this is a good thing to do and if it is how much should i retard the motor?

dont think thats legal in IMOW but works well in prepared classes.
