guys running 31 cu with a cam with .080 more lift(stock welded)at valve! motor has lots of low end !!but seems to run out of hp on top end to fast ,would retarding valve timing (change cam one toothe)help top end. or would it not even run ?? and would it kill all my low end power?

yes retarding it 2 degrees would help power on the to end .
on whole tooth will not work .

it depends on where your centerline falls. if you built more duration and the direction you went with it, you might be able to retard your cam 1 tooth.

If you build it, it should fly.
take it out and let it eat...

1 tooth = 6* so if you do decide to and it should help with your problem and many engine builders will advise it. But don't go any more then 1 tooth it should be plenty any more then that and you will hurt problems. Now if your not sure if it will help or if there is some thing stoping you from doing it, just go ahead and try it for a race or just for a couple of runs see if you notice and gain or not.
