Electric blower/supercharger=Garbage , waste of time and money. The amount of air required to create "boost" for a 28+ci motor is MUCH more than you think.
Finding a small enough turbo to work for your application will prove expensive and involve a lot of fabricating and time. Also you must consider with a turbo charger you must cool the turbo and keep it lubricated. Mowers do not have oiling systems capable of feeding a turbocharger nor do they have a cooling system. You could always go with a ball bearing turbo which is quite expensive.
Your only option, unless money is no object, is to pretty much build your own supercharger. What you need to do first , is some homework on the subject. Why reinvent the wheel? Find out what people have built/ experimented with. I'm sure you will find some interesting, budgeted projects you can "base" your design after.
