how do you put a pulse fuel pump on a 12 hp flathead?

You could add a fitting in the intake behind the carb, maybe drill and tap for a pipe fitting with a hose barb where the old air cleaner bolted down. I would be real careful doing this becuase the aluminum intake is cast and can break easy.  I searched on here and found a real good picture from Madnax's build check this out! http://i204.photobucket.com/albums/bb2/jbnaxx/DSCN0189.jpg

drill a hole in the intake where the stock base for the air breather would mount. its a boss that sticks up. after you drill it, tap it and put a fitting and run a hose to the pump.

How exactly does that work? Does the hose right beside the intake have a vacuum, or does it blow air?

The one in the intake will have vacuum on it, the one coming out of the block where the breather used to be is going to a catch can of some sort ,so it would be "blowing" you would want to hook your fuel pump to the one coming from the intake.

my cousin has a single cylinder ohv and it has a fuel pump and it has the a fitting for the fuel pump in the oil breather. How does that work?

Not recommended! Under race conditions the oil presure will force oil back into the fuel pump and render it non-functional! Wherein you get no gas, and you stop going round and round in circles!!
