I have a 13hp flathead briggs and it raises the idle then drops. i am pretty sure its not from the carb because the governor arm that comes out of the motor and is connected to the governor spring moves back and forth when the throttle is all the way down. What can cause this?

Dirty carb. Clean it its called surging. And 99% of the time its dirty carb not govner.

yea. thats what happened to mine around a year ago. and all i had to do was clean it.

It only take a few minutes to tear a carb completly apart , (Very simple) and blow it out with a good air gun . Blow the air in every hole and the float bowl , then you should be go to go .

I cleaned it again today and i guess i did miss a spot last time. Seems to be fine now. Idle's a little high and cant adjust it any lower on the carb, no biggy tho.
