odd sound

when i have the clutch in , or neutral, or downhill.
Well.... pretty much when the engine is not under much of a load
the RPM's pulse at about 3/4s throttle, the throttle lever on the
carb is moving so it is something to do with the governer, but should i put
a spring seperate from the gov. to keep more tension.
The engine is a Kohler Command 15 OHV, same as in the thread below this one.

It could be that the governor spring has been over extended or stretched somehow. The correct spring is 12 089 19-S. Real cheap.

Ummm That's what the govener is supposed to do... when not under load to prevent the motor from overreving... Although it should be relatively steady rather than pulsing...

I understand, the only other way i can describe the sound is like when an engine wont
start and it is cranking slowely then after the compression strokegets a little quicker, then slow again.
about a second apart. vrooooooom vrooooooooom vroooooooom, you get the idea. :lol:

sounds like the carb needs cleaning if it's surging. A govner doesn't always cause that.

i just did a complete rebuild of the engine and carb.
the throttle butterfly is surging, so it is not the carb.

My dads 10 HP Kohler on his John Deere 210 does that ALL the time when its not under any load, but my dad says that that is normal.

My dads old Bolens rear engine mower with a 8HP briggs also did that...
Gotta love a good 'ol Briggs Flathead! :thumbsup:

my buddys 18 HP twin magnum does that also it must be something about kohler engines

On the bottom of the float bowl, is there am adjustment screw? some have it, some dont. If there is, adjust it with the engine running until it smooths out.

well last time i worked on it i did adjust it some and it don't rev as high but it still revs then drops then revs but not as bad

Youve got dirt in the carb as stated before.  Somtimes if your lucky if you run it long enough whatevers clogging the jet will blow through and it will be fine.

well thats what i was working on the carb i took it apart and cleaned it real good and i knew what i was doing i have cleaned many carbs well anyway it was like i said i adjusted it some.
