Looking for recommendations for safe rpm limits for my build 38ci vanguard, billet rods, billet cam, billet flywheel,billet push rods,je pistons, shaved heads ported and o-rined thin copper head gasket,double valve springs with shims,big bore 2barrell carb,thanks for opinions

I like to be a little conservative and I only like to turn my some where around 7500.  It really depends on valve springs.  You probably can get it in the low 8k range but why.  It is already maxed out on power and it's just a lot of stress.  I have a billet motor  like yours that has been doing this for over 8 years

You want to turn your rpms to what the cam was made for. What billet cam do you have?
I would ask the builder when the power comes in and runs out. A cheetah grind maxes around 7500rpm some of Dyno’s billet cams go to 9500rpm. If built right can turn the vanguard 10000+rpms on the track with heavier springs.
And they sound awesome at 9000+
