28ci briggs crankshaft question

looking to build a 28ci flathead motor,  i was looking at a crank with the weights added,  would this eliminate having to have the balancer in the motor? or what are the advantages of this.
also will this motor ungoverned keep up with 20hp vtwin motors governed at 3800rpm.

Yes a crank with weights on it would eliminate the balancer in the motor.
Once off the governer you should have a billet flywheel ,for safety reasons alone.
With some port work ,carb work and a good cam you should be able to run with 20go governed motors
