Is it required to replace the flywheel on a vanguard 16hp twin to remove the governor? I'm not going to be revving it massively high it's just to put a different carb on it. If so what would the effects be on keeping it stock? Thanks

Safety. The stock flywheel is designed to spin at stock RPM's. Any faster and you run the risk of it exploding.
With a better carb it will spin much faster than stock.
