V-belts in Fractions of an Inch

I need a belt for my mower that's 1/2" x 63.5"
64" is too lose and slips. 63" is too tight and the clutch is almost useless. I went with a 63" from Tractor Supply and dogged it out. I've driven around and around the track with the clutch pushed in, trying to wear it in. It is much better than when I first installed it but I still have to hold the brake and keep the throttle up to keep the engine from stalling. The engine can't be started in gear. I have to start in neutral and throw it into gear to get going. I know that's hard on the transmission.
