I'm wondering if that hub was marked wrong. take the bolts out and rotate the flywheel until it matches up with the stock one and see what happens.

I'm wondering the same thing, this is an OLD flywheel that we bought a new hub for.  We have had this flywheel for 6 years or so but barely used.  If you would check yours I would appreciate it!

Yes I'll check it this evening. I bet if you get it on tdc and match it up with the original flywheel it will work.

THAT SOUNDS LIKE EITHER THE FLYWHEEL HUB IS CLOCKED WRONG OR WRONG HUB OR WHEEL. NOW YOU GET TO MIX AND MATCH AND ROTATE ALL THE PARTS YOU DO HAVE. KEEP US INFORMED PLEASE!

Have you doubled checked valves at TDC since you've tried to start it.

If you look at the pics I posted you can see the # on the hub on my flywheel and it is the correct #.  Now I'm beginning to think it is labeled wrong but the correct part # hub is in the flywheel.  The engine was a brand new AVS 33 short block and I am using the crank that came in it

Process of elimination.  Put the stock flywheel on and completely rule out the arc. If nothing try choking with the palm of your hand to make sure your getting sufficient fuel.

I'm thinking the flywheel is the issue.

Any chance the cam is 180 out?

Your problem sounds identical to what we found when we replaced a blown B&S 31 with a newer model 33 short block. Drove us crazy until factory technician told us after 2012 the crank and flywheel slot was changed to 11 o'clock.  From your pictures your GP has the older style crank and flywheel where your short block has the newer crank.  Just guessing that could be your problem.

I think it's the flywheel also.  The cam and everything is installed how I was told to install it.  I think I'm gonna move the wheel a set of bolt holes and try it there
