It has to be sleeved to do that. The 28 sleeve is to thin.

In my opinion, it's a waste of money anyhow.
When we were young and didnt know any better, we ran Briggs singles. They were always 28ci.
Won many, many races with them against 31's and 33's.
We went to Oskaloosa Iowa years ago for a race. Started somewhere aound 12 mowers. My Brother in Law and I finished 1-2, and lapped everyone else at least once. After the race, I was asked what we had for engines. I told them exactly what it was, and they simply looked at me like I was a liar and walked away. There wasa video of that race on youtube. Don't know if it's still there or not.

Dont know what class you are running, but yes, no replacement for displacement.  That being said, handling will far offset hp.  At any rate, better to race than not, yes?  Build the 28, it'll surprise you.

Motor was all new except cam and the cam broke and messed up the block. Piston , rod ,crank etc all good . Must of got fatigued when motorblow last year. Found a 31 block today and getting it bored to fit the .020 piston as it's still brand new. Just some bad luck for first points race but we had a complete back up motor that saved him some points.
