If you are not changing the seats to take advantage of the larger valves, then you are just spending money on larger valves to say you have them and nothing more.
I can stick a 2" valve in a 1" valve seat, but it won't flow any more air than the seat diameter allows.

ED IS CORRECT! Most local automotive machine can do that but you will need the valves, the can get seats.

Okay Mr. Smarty Pants Ed, what if I stick a 1" valve in a 2" seat? It would flow all the time, yo!

To properly calculate that Bert, take the static quench area and divide it by potato.

33 head has better ports to start with.  Try blossom racing

Get yourself a new head off Amazon or such.  Cut about .090 for a new head to leave room for truing. A seasoned head you'll go more.  After the head is seasoned, can play with valve angles and seat angles and improve dramatically upon the 28 head.  There is more support near the pushrod area in the new design head that will be important if you are running a 33, as that area likes to blow out the head gasket.  You can back cut both valves, do some port work, depending upon rpm change intake seat to 30° if lower rpm/stock cam.  Get your valvetrain angles right.  Index your spark plug, cut the ground electrode. All small things, but as superman said, enough of them add up.

I just had Manley make me up a set of Titanium valves for my 33 head. Got the matching valve seats from Kibble White.

YOU SHOULD ALSO CONSIDER HAVING THE HEAD O-RINGED, AND USE A COPPER HEAD GASKET. THAT WILL HELP KEEP IT SEALED BETWEEN THE PUSH ROD HOLE AND THE CYLINDER BORE. ALSO WHEN YOU HAVE LARGER SEATS INSTALLED YOU MY NEED TO REINFORCE THE HEAD ON THE OUTSIDE OF THE INTAKE SIDE WHEN PUTTING IN THE LARGER VALVE SEAT.

Or just go Tecumseh and have none of these issues.

I took the 33 head and compared it to the 28 and the ports were the same size and shape not seeing any difference. I'm having the 28 head ported so it should be better than the 33 head. When I took my 33 apart that was built by a respectable person not gonna say any names but there was no port work done nor was heat shaved only thing done was swirls groves cut at the top of the port and this motor was no slouch eiter. So I hope I'm going in the right direction with what I'm doing just wanted some valves a little larger and in stainless because I broke a valve last season and that coat me a head and piston. Thanks

I am currently building a 33 ohv head. We have to make a custom ss 1.250 exhaust valve stock replacement since no one seems to make em. If you want one I can make you one. Check Carrier performance on facebook. Btw he already had a 1.650 intake valve. for the reccord this is way too big for no reason. the intake runner is currently 1.200 diameter and we will enlarge it to about 1.250-1.300 but this is the max .... man these heads are crap
