I have a pair of modified heads off an older block with locating pins on bottom 2 stud holes. Can i put these on a newer block (without the locating pin without there being and issues I need to overcome? 30c1 Vanguard V twin.

A lot of people don't use the locating pin when they have them.
You should be fine.
