idle problems

have a mod 19 that wont idle no matter what it is bored out wit a JE 3.1'' piston, billet rod, precision cam grind 212alt, new stock valves, double valve springs with a valve lash of .014, billet flywheel full retarded, with a EC mod 28 race carb. I have tried to adjust carb, adjust timing nothing seams to help. any thought would be a great help

How does it run on the track? Good? If so, it doesnt matter that it wont sit there and idle on it's own.
I have not had an engine that would sit and continue to run without some throttle input for more than 5 seconds in years.

it does not run very well on track neither it is like it is starving for fuel at one time and is flooding the next i have to have the idle jet all the way out just to get it to start and run and adjust the main jet to get it to go around the track. but as i said once it get going sometimes it starves fir fuel and others it floods i have been though the carb twice and everything looks to be good
