To my knowledge,Briggs never made a 46ci horizontal or 20 hp

YES YOU CAN!! IF YOU USE A 46ci CRANK AND BORE IT TO 31ci YOU ARE AROUND 50ci, JUST SAYING!

You can make a Horizontal out of a Vertical block.  They are supposed to be the same.  Use the Horizontal Sump, Side Cover and Crankshaft (Vertical Crankshaft is longer)  Although I have not done this yet, I am going to try it this winter as soon as I get my workshop finished.

I've done several including 2 pressure lube engines (mounted crank to crank on a puller)
You have to drill holes in the valve spring cavity for drainage and bend a dipper so it don't
hit when the crank comes around.
