intek 44 with a cheeta cam valve lash is set to .005 on I & E motor will turn over fine without plug & half turn with them in. would not having a hi torq starter cause it to not turn completely over?

Yes. Make sure you use big battery cables 1-2 gauge.
Or use big cables, good battery with high cranking amps and turn it off top dead center before you start.
