vanguard cam built in compression release?

After setting the valve lash at .004,i turned the motor over to make sure everything was working properly,and noticed one of the valves did not completly close.just wondering if this was a built it release or is something wrong?thanks

This is what the compression release will do.  When the rpms come up the weights move and pull the balls back into the cam  making the valves work normally.
