15.5hp Briggs single ohv

I have a 15.5hp Briggs single ohv. It's set up for gp. When I try to throttle it nothing happens it just stays at idle. The thing has me puzzled. Any information would be helpful :confused:

is the throttle cable hooked to the carb?

the throttle cable is hooked up to tye governer plate but when i push the governer arm it throttles up it just has me puzzled

Take the air filter off and watch the throttle butterfly to seeif it's moving inside carb. Try diss connecting linkage and turnig throttle butterfly by hand when running.

  Do you have a return spring ? Maybe it's overriding your governor spring

the throttle buterfly does move and accelerates when i twist it
i do have a return spring but it is hooked up to the throttle cable so it shouldnt interfere with the governer
im thinking that it could be the spring that connects the governer arm to the governer plate might be weak but im not sure
