There is a way to remove the governor without removing the oil slinger.  I simply remove the metal weights and the plunger that pushes the rod that goes through the block.
You never win a race by focusing on one aspect of the race!  Motor isn't everything, but you better have a good one!  Chassis too!  But remember, a driver can take a slow machine and make it faster!  I may not have/be the best of any of these but I'm trying!

I kept my stock oil slinger, I just removed the weights and plunger and removed the shaft. Then I filed down the carrier for the governor shaft  down to the block and threaded a bolt into the hole and loctited it with a gasket.

That'll work.  Just  don't remove it.  I have heard of several people trying this to "lose some reciprocating weight or parasitic drag."  It might provide .001 of a hp but it only lasts a short period of time until it pops.

Ya that should be ok. You just didn't say that in your original post when you said you removed everything including the shaft.
 Still need gearing. 6 and 4 is 8 to 1 in high gear. I have 8 & 4 on my 820.
