Tire mounting

We bought a couple of Chinese tires from Agri supply to mount on rims we got from BMI. The rim size is 6.5 wide x 6. We've used these tires before and they've been fairly good. My problem is I can't get the tire to seat. I normally push the tire down on one side of the rim and we can finally get them to blow out but I can't get the rim to push down on the tire bead. Any suggestions? Maybe I just need a bigger feller to do it for me. Thanks.

I cut a 5 gallon bucket in half after cutting the ends off and wrap it around the tire.  Then put a ratchet strap around that and tighten it down and start putting air to it till they pop on.  Never really have a problem
