governor removal...

i was revving my new motor, gx440 gen 2. and noticed it maxes out at a certain rpm, then i got looking on a parts diagram that the plastic gear mechanism on the side cover is the governor. i would have taken it out before but when i bought motor it said the governor was removed :bash: turns out it  wasnt. my question is how does that come out?

A drive pin holds the mechanism in place.  It goes through the side cover.  Drive it out from the outside, remove the governor, the drive the pin back into the hole from the inside.
