I work in a small engine shop here in arkansas and I have a racing mower I have been working on in which I have a few questions about making it a legal racer.
I have a craftsman with a 13hp single briggs engine. I have stock pulley on front and a 3 inch on rear. I have a gas pedal with the governor overridden.
What do I need to do to make it a legal racer? I do not want to do any major modifications with this one. Is it legal to lock the rear diff or is that a bad idea?

Before you do ANYTHING..... get a billet flywheel and better brakes. Running an ungoverned engine with a stock cast iron flywheel is illegal in all sanctioning bodies in both USLMRA and ARMA.
A locked rear axle is required, open differential's are not allowed.
