Rules state that the mower frame can be dicreetly strengthened. Does this mean that strengthening material can only be added inside the rails i.e. on a troy built/ mtd mod 13AN779G766 step thru? Building to USLMRA rules?

Correct for the most part. It can be strengthened any where inside the frame as long as its not obvious from the outside. You can also brace the steering tower.
