Cubs make the best pullers, its all in the trans-axle. You'll have fun spending the cash to get your engine competitive with the diesel class   but for 200 nice grab!

Ok you have a 3tne66 (43 cubes). You will want a cadet rear end with aftermarket gears and if you use the reduction housing you'll need a reverse cut ring and pinion. You could also lose the reduction housing and go into the top shaft of the tranny with no changes. As for motor...nothing cheap. Send your injection pump off to be rebuilt ~$600-$1000. Get a small turbo like a gt15-20. You can stroke the stock crank and put bigger valves in it. DO NOT TURN THE ENGINE OVER 5500 IF YOU WANT IT TO LIVE. Diesels make the most power at ~3500-4000. You can also have the cam reground.

Also don't forget to make weight racks, and a wheelie bar. Weight racks go as so, one box or mount for weight in the front, lots of weight here you need control. And weld up a rack that will sit right before the rear wheels under the frame put round weights here. They will keep you from rolling and keep even weight on the rear tires.

There's no aftermarket parts. Your best bet is to find the same series of block and get bigger pistons and stroke the crank. Get a reground cam. That should be more than enough. You could get a used 100 Hp turbo.

You won't want a locked rear end.

Does he run with a club? If so I don't think he could have a 24 horse unless he's a supermod. Burton is right, A locked rear end won't get you far.

You can straight pipe anything, I would recommend (if you pull with a club) looking for a Turbo first.

What you guys have got to do on these little diesels is make them true component tractors.
Forget the cub rear. The power capability of the small diesels is going to quickly make the cub rear obsolete.
Probably get SCS or Profab to build a tranny, or maybe even Winters Performance.
Use a Ford 9" rear (many gear options) very available already with different axle lengths.
