16hp enduro starting issue

Hi , my neighbor has a 16hp enduro that wont start at all unless you poor small amount of gas into carb then it fires right up and stays running just fine . even when it is warm you still have to poor gas in carb . choke does rotate . gas is fresh and there is good spark . fuel filter is 2 months old and is clean . confirmed that there is gas getting to carb .  any info would be much appreciated . Thank You .

Change the orings on the nozzle and behind the main jet. Be SURE the spring is still under the nozzle. IF thats all good then it is sucking air either a bad intake gasket or cracked or something or maybe even the intake valve is not seating completly and leaking a little
