would a 12 horse be a 25 or 28 cube? what is the difference between them?

a 12 would typically be a 28 cube engine, look on the engine tag, first 2 numbers will be the cubic inches, a 11 horse or 25 cubic inch engine has a smaller stroke and the block has a shorter deck height....

its a model 28 but what gives it a half horse less than a normal 28 which is a 12.5?

Never go by the sticker, always use the model number. 12, 12.5 and 13 HP can all be 28 ci, but most of us have seen 28ci with 11hp stickers. Get a single cylinder flathead repair manual from a briggs dealer, it CAN answer most of your stock questions. Why different hp ratings, only briggs knows for sure, same parts different horse-power RATINGS!

 I've noticed the '.5' extra horse power rated engines have the newer 2 piece carburetors.

the lower hp rating have a lower governor speed the higher hp will be 3650
