Bore for 10-11-12&12.5 hp or model #s 22-25&28 cid engines = 3.44" , stroke different on all models.

I believe there is one more bolt on a 28 vs a 25 pan, but I could be wrong.

Best way to find out is pull head and measure stroke, 22"=2.38"     25"=2.62"       28"=3.06". with those differences in stroke, you should be able to find which it is you have with a simple tape measure. and i believe the sump is the same on all those models, someone back me up, or correct me.

is the head even smaller on a model 22 than a model 25? would it fit on a model 28?

The 10 hp head is actually in between the 25 and 28. Combustion chamber is not as small as the 11 hp but smaller than the 12 hp+.  It is a good one to bolt on and run if you can with your rules.
