4.5 hp tecumseh

Ok engine runs great, but when cold starting you have to prime it, it will start run for a few seconds then die. Prime it again and same thing. It runs great after repeating these steps about 5 times or so. Have gone through the carb 3 times and have never seen a cleaner one since i have been working on these things. What am i missing here? The owner says it has done this since the day purchased and is finally frustrated and wants it fixed. I dont want to have to tell the guy i cant fix it but i have never had one so temperamental before. Has anyone dealt with this before? and if so what has fixed it? please help.
Model number is LEV 100- 345001D

first check the valves for right clearance and coil for the right gap if still does it it could be the coil it self

I will check that out when i get home tonight. I was thinking it could possibly be a bad intake gasket, but they looked great.
