I've never seen a 25 be competitve against a built 28. 
I've raced in SP for 7 years now and been to many national events.

I also ran a worn out 22 in a stock flat head class and beat several 28's.

i started a topic on here last summer about the 25 11 horse, i have 2 of them, it is possible to put a 28 crank in the 25 block and make a stroker out of it, but you have to do grind the block here in there for it all to fit, and grind the head, because when i was checkin this out, when the piston was at TDC it stuck out of the cylinder at least 3/16 of a inch! would either have to do some work on the head or get a shorter rod. now i didn't build it i just stuck a crank in the block and dropped the rod and piston down on it, but the rod hit the camshaft and the opposite side of the block. just thought i'd add that. lol

Doing this you create a 28 cubic inch motor. Now again the reasoning behind this is beyond me when there is already a 28 cubic in ch motor and all the extra work is not needed. But I guess some like to do all the extra work... Just another opinion.

i believe hitch has a 22''25"28" motor that runs good. of course cant remember what part is what in the motor. lol. Build the 25" and put all the goodies in it. the flywheel, billet rod, avs piston, crank and cam will all work in a 28". only difference was that the block was shorter and had a shorter rod and the head has a smaller chamber.

Not a shorter rod but had a shorter stroke thus the shorter block.
